Abstract: Mobile cloud computing have been around for almost a decade, it has been successfully integrated in business, health, services, and entertainment. However, in education there is still confusion around the proper integration of cloud computing to better educational delivery and to connect our world digitally. This proposal is to guide education professionals to understand why and how cloud as a style of innovative computing should be exploited in education, hence connecting our world and providing seamless access to all via a mobile cloud environment. An effective mobile cloud strategy is presented; this strategy is unique and supports responsive mobile web apps. A focus on why such a strategy could improve access to teaching and learning in cloud mobile environment. Two main questions will be answered: What new roles and competencies are critical in order to succeed with mobile cloud computing infrastructure, and what is the main role of responsive mobile web apps to connect our world in education? and what are the technical values and components of an innovative cloud strategy in education that would fit into goal four of the Sustainable Development Goals (SDG) that are implemented by the UNESCO in order to meet our world's digital needs and demands by 2030.
