This paper advocates the need for expansive stakeholder involvement as well
as develops a framework for achieving holistic social life cycle impact assessment for public
buildings in Australia. It uses a hybrid approach (top-down and bottom-up approach)
in collating social data on the project and examines the six stakeholder categories
highlighted in the UNEP S-LCA Guidelines. 11 key midpoint indicators (involvement, social
capital, functional planning, privacy, health, capacity building, energy efficiency, materiality,
health, and safety, working hours and fair salary) and 5 endpoint indicators (acceptability,
satisfaction, respect, value for money and economic welfare) were identified
in the public building project. This paper, therefore, examines the role that stakeholders
play towards social well-being in a public building as well as recognising the need for all
stakeholders to contribute to enhancing human well-being.
