A reply

White (1992) raises two issues concerning aid performance measurement: the small-country bias and choice between alternative measures of the aid variable. This paper addresses these issues in the context of constructing indices of aid progressiveness. Variants of the index of donor performance proposed in McGillivray (1989) are discussed.
