Qualified qualifications : The shifting discourse of higher education

The shifting discourse of higher education since 1987, changing its focus from knowledge to its role in society and economy, is discussed. It is suggested that the expectations from the higher education system to provide graduates qualified to enter the job market are justified, but that the limitations of the qualifications which bar those graduates from acquiring skills for other jobs should also be considered.
