A major policy objective of the Australian Government is to ensure that all students attain sound foundations in literacy and numeracy. In support of the numeracy component of the National Literacy and Numeracy Plan, the Government implemented the Numeracy Research and Development Initiative in 2001. As part of this initiative, the Australian Government through the Department of Education Science and Training commissioned a project to provide information on Home, School and Community Partnerships to Support Children's Numeracy in the one to two years prior to school and in the primary years of schooling. The main focus in this project was not on pre-school and primary school classrooms, however, but on partnerships that extend beyond schools and include other important contexts in which children live, develop and learn.
