This report explores the organisational journey and the stories behind the significant changes that were undertaken to re-imagine how CatholicCare NT sets its evaluation agenda and protocols. As a holistic endeavour, the evaluation journey sought to align with program design and delivery, evidence and evaluation methods, strategic decision making, through to the missions and values of the organisation. Moreover, in an environment where key deliverables and outcomes increasingly require measurement to fulfil contractual obligations, the framework has been developed to ensure that CatholicCare NT’s mission and values are not subsumed by the narrow lens of contract delivery. Within this context, the report explores how evaluation is built around, responds to, and informs the organisational mission and strategic outlook. The change journey, in and of itself, is the important point of reflection, as is the structure of the framework resulting from that journey.

The report concludes that the CatholicCare NT model represents a new standard for holistic evaluation that offers genuine insight and opportunities for the broader sector. A range of commendations, recommendations and opportunities arising from the implementation of the CatholicCare NT evaluation framework are identified. They are categorised under nine key areas: 1.tLeadership, clarity and strength of vision. 2.tInvesting in staff. 3.tCommunication and key messaging. 4.tSimplification. 5.tCultural change as a constant and ongoing process. 6.tAdaptability: simultaneous purposefulness and messiness. 7.tIdentifying nodes of influence. 8.tOutside expertise: the use of consultants, evaluators and researchers. 9.tCommunity and participant centeredness.

Research statement

This report explores the organisational journey and the stories behind the significant changes that were undertaken to re-imagine how CatholicCare NT sets its evaluation agenda and protocols. As a holistic endeavour, the evaluation journey sought to align with program design and delivery, evidence and evaluation methods, strategic decision making, through to the missions and values of the organisation. Through a co-design process between CatholicCare NT and The Australian Alliance for Social Enterprise, the report identifies social service and policy lessons that have come from the development and implementation of the organisation-wide evaluation framework. In achieving this, the report has: •tIdentified important organisational change stories and events that defined the development of the evaluation framework; •tCaptured key learnings from the process of developing and implementing the framework; •tShown the centrality of organisational mission and values to a responsive and organic change journey; •tIllustrated the benefits of the framework to the organisation, staff and clients, and; •tExplored how challenges and opportunities shape and iteratively inform change journeys.
