Delivering equity in the Australian health system through funding agreements

The thesis assesses how the equity goals of Medicare and the Pharmaceutical Benefits Scheme are met, through examination of 30 health agreements and a series of interviews. It finds that universalism and equity are under threat and that institutional arrangements need to be reshaped around the needs of consumers.
