This study focuses on the factors that motivate universities to implement smoke-free campuses and how their obligations to provide a safe environment, and the opportunities for health promotion, shape the development and implementation of smoke-free campuses. This research aims to fill a gap in knowledge about why and how health promoting policy is developed and implemented within Australian universities.
