This study focuses on the dynamics of aid negotiations between the  Afghan government and two of its donors (Australia and Germany) between  2002 and 2018. The relationships between these actors have been highly  securitised, politicised and commercialised, hence debilitating the  ability of the Afghan government to negotiate its geographical and  sectoral preferences.
