This thesis examined how varied actors continuously (re)shaped the 'assessment multiple' that mobilises, enacts, and circulates multiple incoherent realities. Observing the co-production of 'matters of fact' and 'matters of concern', it demonstrated how contemporary modes of ordering and calculation create parallel structures for asserting power, ultimately contributing to policy complexities and messiness.
